Tax Abatement -
Tax Increment Investment Policy
The following requirements and
policies will be considered by Chisago County when reviewing
applications for tax abatements, in accordance with Minnesota
Statutes 469.1812 - 1815:
1) The benefits to the county must be at least equal to the
costs of the abatement.*
2) The project must benefit the
county in one or more of the following ways: *
•
increase or preserve tax base
•
create or retain jobs
•
provide
or help acquire or construct public facilities
•
help develop or renew blighted areas
•
help
provide access to services for residents of the county
3) Retail or service businesses
will not be considered for tax abatements unless the project
creates substantial quality employment, substantial tax base,
provides a necessary service not already provided in the
community or redevelops blighted areas.
4) The impact of the project on
the surrounding areas including but not limited to: pollution,
traffic, sewer and water, parks, and need for additional law
enforcement.
5) A resolution of support from
the city or township where the proposed project is located.
6) The maximum term of abatement
is ten years.
7) The county may limit the
amount of the abatement to the following: *
•
to
a specific dollar amount per year or in total
•
to the increase in property taxes resulting from improvement
of the property
•
to the increases in property taxes resulting from increases in
the market
value or tax capacity of the property
•
in
any other manner the governing body of the subdivision
determines is
appropriate.
•
The political subdivision may not abate tax attributable to
the value of the
land or the area wide tax under
chapter 276A or 473F.
8) A written application on a
form provided by the county shall be completed for each
abatement request. The HRA-EDA Board shall review each project
and make written comments to the County Board. The County
Board will make the final decision on granting tax abatements.
9) Priority will be given to
developments that create quality jobs. A minimum wage
threshold of $2.00 per hour above the minimum for new jobs
created.
10) Preference will be given to
manufacturing, distribution, high tech, and firms which employ
a majority of professional or skilled labor.
11) Equal consideration will be
given to both existing business expansion and new businesses
locating in the county. Priority may be given to businesses at
risk of locating out of state.
12) Preference will be given to
projects constructed of block, engineered concrete, brick or
quality metal buildings (not pole) which contain decorative
accessory materials (brick).
